I am up on the Emerald Creek Crafts blog this month with an altered frame. Check out how i made this bellow.

Take a cheap plastic frame, mine is from Poundland which is like Dollar store.
Cover whole frame in a few coats of black gesso.
Once the gesso has fully dried, paint on red metallic paint.
i created the roses by pressing paper clay into a silicone mold and then backing them until they set.
I then painted them in burgundy and brown acrylic paint. Before the paint dried i sprinkled on the embossing powder and melted it with a heat gun.
